Question: The boundaries of the nations were not formed from Noah's sons immediately, but from the rebellion at the Tower of Babel when God confused the nations and dispersed the peoples and set the boundaries according to the number of the sons of God.
Deuteronomy 32:7-9 says, "Remember the days of old; consider the years of many generations; ask your father, and he will show you, your elders, and they will tell you. 8 When the Most High gave to the nations their inheritance, when he divided mankind, he fixed the borders of the peoples according to the number of the sons of God. 9 But the LORD’s portion is his people, Jacob his allotted heritage."
Were the boundaries of the nations formed through Noah's sons at the time of Babel or before? Were the dispersion of Babel the reason for the divided earth and nations? Did post-flood lands were the divided continents of what we see today, instead of the one land mass and one group of seas at the time of Creation?

"To Eber were born two sons: the name of one was Peleg, for in his days the earth was divided; and his brother’s name was Joktan." (Gen 10:25).
The above verse says, during the days of Eber when his sons Peleg and Joktan were born, that is when "the earth was divided", it is only half the explanation.
Because in Genesis 10, the nations descended from Noah was described in general among the three sons of Noah, then a rebellion of Babel succeeds in Chapter 11 of Genesis, where God explain that the division that He spoke in Gen 10:25 was of the reason explained clearly in Gen 11:1-9 which is actually a flash back, and God Himself takes responsibility for the division through confusion of languages which divided the people to scatter in to the whole world by language instead of concentrated living in the Cities like Babel which would have paved way for a one world religion, economy and leader without God the Creator involved in it, so that the whole world would become so deteriorated by wickedness, violence and mind of people would have filled constantly with evil thoughts as pre-flood time in a very short period of time, so that again the world would have become ripe for God's destruction.
But then God further explains that according to Him, He has separated a people of faith from the one world language of pure lip of Hebrew that they may all call Him and serve Him, which was the first, and the one and only language among all the people of the world before Babel (Zep 3:9; Gen 11:1). These people of faith of pure lip of Hebrew was separated from Shem even up to the Patriarch Abraham, from among the one world language people group that were scattered through the sudden resurgence of various languages that divided the world at that time (Gen 11:10-32).
These people began to survive, thrive and multiply in each of these areas in which they migrated and multiplied for several hundred years, before each of these group becomes a nation with an individual angel which was appointed to be watcher becomes a leader, and several assistant angels under it, and soldier angels who guard over individual become a host working towards the welfare of those people group and area they take care to thrive.
In other words, when God Most High gave to the nations their inheritance, he divided mankind and fixed the boundaries of mankind, that is people group and nations according to the number of leadership heads of angels already appointed spiritually as overseers, or in other words based on the number of watcher covering the people group to take care of each nations individually (Dan 4:13, 17, 23; Eze 28: 14; Heb 2:5). But the land of Israel has been marked as the LORD'S PORTION which He declared Himself to be the only leader of it, and from that land the Lord divided it to all the twelve tribes of Israel their heritage boundaries and appointed Michael and all other angels to take care of them all, under him with direct reporting to Him without any other intermediaries (Dan 12:1; Rev 12:7-8, 9).
The earth from the time of creation was One mass of land and One big collection of the waters of seas (Gen 1:9-10), they got divided through a tectonic shift in to many divided land masses, that would have occurred during the flood by the waters from the windows of heaven joining in with the waters from under the earth. When the waters in the earth beneath and the waters from the canopy above the heaven that covered the earth from above were collected together (Gen 1:7-8; 2:6; 8:1-2), the very pressure of the water upon the land mass increased and became one third of land mass to two third of water, compared to the 1:1 level of water and land balance that God created initially with air conditioned atmosphere in all the earth before the flood.
Anyway, specifically the Word of God says that this division of people during the time of Peleg happened due to the Lord scattering them abroad from Babel to the face of all the earth (Gen 11:8).
Thus Post-flood redrawing of boundaries of the earth and the various continents that had come were a forethought and a preparation of God to the time of Babel in which God had divided the one language speaking people of the whole world to get scattered through the sudden birth of many languages among them in Babel that caused confusion.
Eber comes after the flood, not before it. Thus God scattered the humans of different languages to different places of different coastal belts, islands and continents from that post-flood divided land mass according to His foreordained plan.
The bottom line is, the various language speaking people of the whole world were thus and obviously divided during the time when Eber bore two sons Peleg and Joktan. It must be approximately between the time of Eber's life time, that is, 1723 B.C. to 2187 B.C., when Peleg was born it was around 1757 B.C., thus this is the time exactly in which the earth was divided.
