Question: The Bible tells us that Elijah is one of the 2 witnesses sent by God during the Tribulation period. Who is the 2nd? Is it Enoch the preacher of judgement?
Many say that it could be anyone of Old Testament saints who got raptured, while living? Like Elijah, Enoch, even possibly Melchizedek?
According to me, it is Elijah and Moses. Because they were the two who appeared on the Mount of Transfiguration, that too in their glorified bodies. Why do you think they were there? They were there to WITNESS his death, burial, and resurrection. If you look at the definition of what a witness is in the Bible, it requires that they see what they are. Why do you think they were there for? They were there to WITNESS his death, burial, and resurrection.

Some people believe that the other person is Moses, but it cannot be Moses because he died and was buried by God in a undisclosed location by the Arch angel Michael. Only in his spirit body God took him to Canaan land and showed to him all that the nation of Israel will inherit one day soon (Deut 34:4; Num 20:12). Also it is in the same spirit body both Elijah and Moses appeared in the Mount of Transfiguration, and spoke with Jesus (Mat 17:2-9). The disciples of Jesus saw them because it was a vision that the Holy Spirit revealed taking them out of their natural bodies for a moment of time (2 Cor 12:2).
Still you think Moses? Nope, because Moses died and God buried him (Jude 1:9; Deut 34:5-6). What about Transfiguration Mount in which Moses and Elijah appeared, to be a witness for the Law and Prophets? Both Elijah and Moses appeared in their spirit-body during transfiguration (Luke 9:27-36). You may ask how do you know that for sure....because read in the Scripture to find that it is all a vision that the Holy Spirit showed to the apostles who were with Jesus, it was not physical (Matt 17:1-13). Moses body was buried by God so that no believers will ever mistake him to be alive in his physical body (Jude 1:9). So let us be sure about the rest. Enoch was the only prophet who had come in the Old Testament to preach about the Second Coming of Christ (Jude 1:14-15), while Elijah was the only one foretold by Jesus and the Prophet Malachi that he will appear before His Second Coming to cause reconciliation between the fathers and children and vice-versa in the nation of Israel and turn them towards true faith in Jesus Christ (Matt 17:11; Mal 4:5-6)!
But if you still think, what does dying have anything to do with it? The Bible clearly reveals, "it is appointed once for man to die and after that Judgment." (Heb 9:27), which means all mortal humans will die hundred percentage with out fail in their respective generation, and after that God has promised to judge their life and reward them if they have faith, and also for those who have died without faith in unbelief which is sin, God has promised to send these people to everlasting hell fire.
If you still say, some people have died more than once, to that I can ask, Did anybody rise in OT after permanent death....? No body can die more than once...except a few which is an exception to drive a point in the Bible that God who gives life can also raise the dead miraculously (Matt 10:7-8; John 11:43-44; Luke 7:13-16; 2 Kings 4:30-35, 36-37)...it is not a principle that God has set to raise people again and again from the dead. That means almost every one, even the small boy whom Elisha raised and Lazarus whom Jesus raised and many more who were raise by Jesus and the apostles, died as they were all mortals in their generation except Enoch and Elijah who were the only one taken to heaven directly to drive home a point that they are going to come from heaven alive at the end time to be a witness for God until their death! Glory to God! Which is why they are the one and only two witnesses for the end time. Elijah will come to restore all things of faith, which Jesus confirmed in the Scriptures (Matt 17:11), Enoch spoke to the unbelievers of his generation with faith about the Second Coming of Jesus (Jude1:14-15), so God being pleased with the life of faith of Enoch already, will fulfill his faith in reality through using him in these end times as one of the two witness, of which the other is Elijah for His Glory (Heb 11:5; James 5:17-18).
